referred to the understanding with regard to the Telegraph
Superintendent at Hongkong which was not in writing.
replied that Mr. Ingrm had learnt by our experience with
reference to that understending and was enxious not to
repeat the same mistake, and that was why he was insistent
that the present understanding should be plɛ cad upon record
by an exchange of lotes.
After considerable srgwent I left the peper with
Mr. Wang on the understanding that he was to consult the
Minister for Foreign affairs and inform me when he was ready
to discuss the matter further.
